Not necessarily - IIRC there's some confusion over the status of the foot/cycle bridges. I think some (or all) of them may be footpaths with cycle permission granted (like the on-pavement shared paths).

Certainly for a long time the County and City councils disagreed over it, leading to amusing situations like on Green Dragon bridge with cycle path markings leading up to a "cyclists dismount" sign.

AIUI, if you can ride a horse, you can cycle but not necessarily vice versa. Thus I am not technically a horse as I once claimed!
