I know far, far more about this than either of us really wants to know.

If you really want it, I can send you the relevant Win32 API calls to interrogate the current locale, and a registry enumeration to obtain the corresponding information for nonlocal timezones.

But the short version is that Hoiho is entirely correct.

Yay! for Hoiho, and seismographs have registered the sound of coordinated jumping up and down in Redmond, where they are attempting to make the world's rotation conform to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones\GMT which insists that the time shift is 3:00 AM. Unless there's more than just one undocumented kludge in translating the Registry TimeZoneInformation structure to the slightly-different API TZI struct.

Oh, and "GMT" and "Greenwich Mean Time" are the Windows locale names for Britain's daylight-adjusting time zone. Were you thinking of "GMT Standard Time' or Universal Time (UTC) ?
